    1. Background: UNDP Country Office (CO) in Kuwait and the Government of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities of a number of government agencies by providing them with the adequate technical support to strengthen their capacities and skills to perform their expected duties. Kuwait’s long-term development priorities are set forth in New Kuwait “Vision 2035” and SDG-based Kuwait National Development Plan (KNDP), the latter prepared with UNDP support. The KNDP (2020–2025) aims to promote the transformation of Kuwait into a financial hub in the region through seven key pillars: (a) effective public administration; (b) economic diversification; (c) modern infrastructure; (d) sustainable living environment; (e) high quality health care; (f) creative human capital; and (g) enhanced global positioning. The Government is committed to achieving its Sustainable Development Goals (SDG) through the implementation of KNDP. According to Kuwait’s Voluntary National Report (VNR), progress has been made for most of the SDGs and the government so far has exhibited strong national ownership of UNDP programming. In consultations for the new country programme, the government has indicated its continued commitment to work closely with UNDP and build on collaboration begun under the previous programme and 2030 Agenda objectives. As a high-income country, Kuwait increasingly looks to its international partners for cutting-edge policy advice, advocacy, and partnerships. The new country programme (2020-2025) responds to this call and will focus on strengthening policy processes and advocacy, institutional capacities, innovation, knowledge transfer, expanded engagement with civil society and the private sector, and support to Kuwait’s regional and global leadership initiatives. The country programme is aligned to the SDG-based KNDP which will provide the conceptual framework for UNDP to adopt an integrated programmatic approach to improve the inter-connectedness of interventions. 2. Overall Objective: The main objective of the consultancy is to support the UNDP CO Kuwait in area of communication and partnership building in various themes focused by UNDP, such as, governance and public administration, global positioning and [partnership with private sector for energy and environment. 3.Duties and Responsibilities: Train and mentor UNDP CO personnel on effective writing and visuals (do and don'ts) in preparation of contents for optimal impact of traditional and social media; Update and launch UNDP CO profiles on social media; Support the UNDP CO Resident Representative, to draft three Op-eds in support of the strategic positioning of UNDP CO Kuwait for three themes in line with three outcomes of Country Program Document (CPD): 1) governance and public administration; 2) global positioning and 3) partnerships with the private sector for energy and environment Update existing social media banners, content etc. to reflect corporate branding and style guidelines Lead updating UNDP CO Kuwait website, with interesting stories and substance (rather than event-driven write-up) on the following projects: 1) Institutional Capacity Development and Implementation of Kuwait National Development Plan (KNDP); 2) Nazaha ; 3) SDG 5 (with interesting interviews and human stories); 4) Kuwait Public Policy Center (KPPC) and innovation; 5) Global positioning (draft); and 6) Working with civil society and the private sector for energy and environment (in the process of drafting, involve relevant project and program personnel as on-the-job training) ; Create templates and tools to facilitate generation of content for social media platforms, promote engagement with social media users, monitor traffic etc; Create simple communication action plan for 2019 till June 2020, along with a list of key media contacts (broadcasting, new papers and news agencies) ; Identify social media influencers with whom UNDP CO should engage and recommend to UNDP CO as to how to engage with such individuals and organizations; Map relevant non-government (civil society, private sector, foundations, academic institutions, think tanks etc.) active in the area of sustainable development (i.e. governance; innovation; digitalization, environment, inclusiveness, etc.) with high social media traffic and suggest entry-points to share and/or create online content in collaboration; Provide partnership building advisory support as required. 4.Core Competencies: Ability to communicate within and at large, participate in peer communities and engage substantively; Ability to manage organizational resources and deployment in pursuit of innovative approaches and initiatives; Ability to plan and deliver communication initiatives that make an impact, persuades intended audiences, shapes perceptions of the UNDP and creates positive demand for UNDP's value propositions; Ability to inspire all cross-cutting communication colleagues to be innovative, especially at challenging new tasks and giving colleagues the freedom to explore and do things differently; Ability to try out / test new ways of engagement and communications. Generates innovative, practical solutions to challenging situations; Plans and produces quality results to meet established goals; Provides helpful feedback and advice; Shares knowledge and experience; 5.Requirements for experience and qualifications: Bachelor’s Degree in Business Administration, International Relations, Media and Communications, International Development or similar related field; Minimum of 5 years’ experience in communication and partnership building; Demonstrated experience in area of social media working with international organizations, United Nations, and/or public and or private sector; Fluency in English and Arabic. 6.Institutional Arrangement: The Consultant will work under the direct supervision of the UNDP CO Resident Representative and/or Deputy Resident Representatives, or as delegated by them; 7.Duration of the Work: The duration of this assignment is expected to be 6 months, Part Time Work. The Consultant is expected to work 3 days a week (average), taking into consideration that number of working days may increase or decrease depending on amount of work, or official holidays observed in State of Kuwait. The starting date is expected in December 2019. The Consultant will be paid for the working days only, as requested by UNDP. 8.Duty Station: The consultant will work homebased and/or in UNDP CO Kuwait facilities. 9.Scope of Price Proposal and Schedule of Payments: Lump Sum Amount YES Daily Fee 10.Evaluation: Option A -. Lowest price and technically compliant offer YES Option B - Cumulative analysis Total score=Technical Score + Financial Score. Technical Criteria weight - 70%, 700 scores maximum Financial Criteria weight - 30%. 300 scores maximum Only candidates obtaining a minimum of 490 from 700 points in the Technical part of evaluation would be considered for the Financial Evaluation The selection of candidates will be done in 3 stages 1st stage : Prior to detailed evaluation, all applications will be thoroughly screened against eligibility criteria (minimum qualification requirements) as set in the TOR in order to determine whether they are compliant/non-compliant. Shortlisting criteria: Bachelor’s degree in Business Administration, International Relations, Media and Communications, International Development or similar related field; Minimum of 5 years’ experience in communication and partnership building; Fluency in English and Arabic. 2nd stage : Evaluation of technical proposals Short-listed candidates will be evaluated based on the following criteria. Only candidates obtaining a minimum of 490 points (70%) at the Technical Evaluation would be considered for the Financial Evaluation. Master’s degree in Business Administration, International Relations, Media and Communications, International Development or similar field, 40 Points; Additional related experience in communication and partnership area: add 10 point for each additional year post 5 years of experience, to Max. Points of 60; Demonstrated experience in collaborating with media and various national and international development partners social media. Max Points of 50; Demonstrated experience in usage and/or production of web and social media.
