Senior Administrative Officer - Chief Administrative and Finance Officer Apply Now and Requirements The Opportunity Reporting to the Chief Administrative and Finance Officer(CAFO),the incumbent provides senior level administrative,logistical,and organizational support to the office of the CAFO. Ensures the effective organization, coordination and facilitation of work process, protocols and activities in the CAFO Office. The Responsibilities • Schedule and attends meetings such as weekly Direct Reports, Operations Committee and ad-hoc meetings and any other meetings as required by the CAFO. Suggests agenda items,prepares minutes, follow up on action items,Coordinates documentation and logistical information as required. • Coordinates approvals related to minutes and prepares communication on decisions to all stakeholders.Maintains CAFO’s schedule by maintaining his calendar,arranging meetings,conferences, teleconferences, and coordinate travel arrangement if required. • Draft/Prepare correspondences to different external and government entities/other Universities. • Coordinates office management activities and Maintain office procedures. • Provides historical reference by utilizing filing and retrieval systems for all unites under the CAFO’s supervision. • Maintain hard copy and electronic filing systemand confidential records and files. • Prepares reports by collecting information. • Coordinates and communicates general administrative matters providing operational information either verbally or in writing with external and internal communities on behalf of the CAFO. Brings to the attention of the CAFO those issues that need immediate and urgent attention including: o Handles all communication that is directed to the office on general administrative matters o Provides administrative functions such as arranging meetings, travel arrangements, filing, local expense claim forms,foreign expense claim forms, etc. o Coordinates, prepares and follows upon documentation that may be required for meetings o Manages the flow and storage of information,including maintenance of filing and diary systems.Identifies and manages conflicting priorities in scheduling and appointments o Prepares all communication sent out of the office ensuring a high degree of accuracy o Coordinates and liaises with other educational institutions mainly the three federal institutions on schedules o Prepares and/ or follows up on documentation to be sent to Ministries, etc. o Scan emails of the supervisors to bring to the attention of the Chief any issues that need immediate attention o Receives and verifies all documents for accuracy that come to the office for approval. • Reviews policies and procedures of all areas reporting to CAFO upon his request and provide feedback. Responsibilities Responsible for ensuring accuracy, completeness and conformance to policy of payment documents, bank reconciliation statements and other financial and accounting transaction records and reports in the most efficient and timely manner.Main accountabilities are as follows: - •Overall in charge of all general ledger transactions •Prepare the Final Accounts and other intermittent accounting reports in line with guidelines issued by relevant authorities such as Ministry of Finance, State Audit, etc. •Supervises the accounts team; organizes and controls the activities in the accounting section in order that books of accounts, accounting, and financial records are prepared in a timely and accurate manner. •Cross-checks details of financial components such as inventory, cash balance, accounts receivable, fixed assets, payroll and petty cash. •Reviews accounts payable documents for completeness and compliance with policy, and comments on exceptions before forwarding to director for payment authorization. •Ensures accurate and timely payment to suppliers, contractors etc. as per terms of contract and all supporting documents. •Oversees payroll function and resolves any exceptional issues; ensures payroll data is processed accurately and on time. Issues credit facilities requests and salary certificates for employees. •Handles monthly contribution payment to the pension authority •Performs required tasks related to quarterly filing of Value Added Tax (VAT)return before submission to UAE Federal Tax Authority. •Reviews and checks monthly bank reconciliation data to ensure all details are correct. •Scrutinizes and reviews monthly reports such as general ledger, cash flow, variance reports and monthly closing reports. •Establishes and maintains an effective working relationship with the bank and communicates regularly on financial matters. Financial Planning and Analysis Specialist -Financial Resources Department Apply Now and Requirements JOB PURPOSE SUMMARY To provide management accounting support to the University’s Colleges & departments, Research, Graduate Studies and Outreach activities. Communicate with discretion and provides professional advice from the interpretation of data and information. Generate management accounting information that meets the needs of users. Generate information with a high degree of accuracy and attention to detail and deadlines. Maintain professional standards when interacting with faculty and staff. KEY ACCOUNTABILITIES • Assist budget managers in the preparation of annual budgets. • Review and analyze departmental budget requests and advise departments regarding any changes in budgets. • Thorough understanding of the annual government budget process including distributing and uploading the University budget to the Ministry of Finance System; also coordinate with the Ministry’s officials to make sure that the information is uploaded as per the ministry guidelines and timeframe. • Prepare and submit the Financial KPIs that are required for both external and internal reporting needs in coordination with Strategic and Future Department. • Review the Positions movement in comparison to the budget and identify potential savings using the Positions Costing Report. • Validate the transactions in terms of accuracy and charging the correct budget codes. Also alert the G/L section in order to make adjusting entries to rectify any inaccurate posting. • Assist management in the monitoring of budget expenditure and provide appropriate solutions. • Provide assistance to centers for any revisions to the budget and explanations to management of the likely financial implications arising from such revisions. • Prepare detailed financial reports regarding each college/center that compare actual outcomes to budgeted expectations. These reports are to be segmented by operating activity so the financial outcomes for each are easily apparent. • Design and implement a financial reporting system that enables the profitability in outreach centers to be measured. • Coordinate with the management of the: Colleges, departments, Research, Graduates and University’s centers to ensure that they have the appropriate information to manage their budgets. • Train budget users on the financial applications and interpreting their unit’s reports. • Control and maintain records of departmental budget decisions and budget expenditures information including changes affecting management of positions. DEGREE OF INDEPENDENCE/COMPLEXITY OF ENVIRONMENT Reports to the Manager, Financial Planning and Analysis. The position will, be primarily dedicated to support the reporting and management accounting function within the University and to assist budget managers in managing their budgets according to the University’s policies and procedures. Brings to the attention of the CAFO those issues that need immediate and urgent attention including: o Handles all communication that is directed to the office on general administrative matters o Provides administrative functions such as arranging meetings, travel arrangements, filing, local expense claim forms,foreign expense claim forms, etc. o Coordinates, prepares and follows upon documentation that may be required for meetings o Manages the flow and storage of information,including maintenance of filing and diary systems.Identifies and manages conflicting priorities in scheduling and appointments o Prepares all communication sent out of the office ensuring a high degree of accuracy o Coordinates and liaises with other educational institutions mainly the three federal institutions on schedules o Prepares and/ or follows up on documentation to be sent to Ministries, etc. o Scan emails of the supervisors to bring to the attention of the Chief any issues that need immediate attention o Receives and verifies all documents for accuracy that come to the office for approval. • Reviews policies and procedures of all areas reporting to CAFO upon his request and provide feedback. Responsibilities Responsible for ensuring accuracy, completeness and conformance to policy of payment documents, bank reconciliation statements and other financial and accounting transaction records and reports in the most efficient and timely manner.Main accountabilities are as follows: - •Overall in charge of all general ledger transactions •Prepare the Final Accounts and other intermittent accounting reports in line with guidelines issued by relevant authorities such as Ministry of Finance, State Audit, etc. •Supervises the accounts team; organizes and controls the activities in the accounting section in order that books of accounts, accounting, and financial records are prepared in a timely and accurate manner. •Cross-checks details of financial components such as inventory, cash balance, accounts receivable, fixed assets, payroll and petty cash. •Reviews accounts payable documents for completeness and compliance with policy, and comments on exceptions before forwarding to director for payment authorization. •Ensures accurate and timely payment to suppliers, contractors etc. as per terms of contract and all supporting documents. •Oversees payroll function and resolves any exceptional issues; ensures payroll data is processed accurately and on time. Issues credit facilities requests and salary certificates for employees. •Handles monthly contribution payment to the pension authority •Performs required tasks related to quarterly filing of Value Added Tax (VAT)return before submission to UAE Federal Tax Authority. •Reviews and checks monthly bank reconciliation data to ensure all details are correct. •Scrutinizes and reviews monthly reports such as general ledger, cash flow, variance reports and monthly closing reports. •Establishes and maintains an effective working relationship with the bank and communicates regularly on financial matters. Interacts with, and provides information to auditors during audit. •Provides inputs for the budget, prepares management reports and data as required, and contributes to formulation of policies and procedures for the department and the function. •Guides, directs and motivates team to perform effectively and efficiently. •Ensures that the University’s guidelines and policies on financial matters are adhered to. •Participates in the hiring process for department staff. •Carries out the duties of the Committees to which appointed. •Leads an annual physical inventory exercise on all University campuses. •Deliver on other accounting related tasks as assigned. Degree of Independence/Complexity of Environment Broad policies and guidelines for reference are available in written form. The job incumbent handles all day to day matters related to accounts and related financial reporting. The payroll processing is complicated as there are various salary provisions and rules to be kept track of. Contributes to preparation of budget and to formulation of policies and procedures. Requires more frequent contact with departments such as Purchasing and HR. •Responds to queries from the Ministry of Finance. Liaises with the Internal Auditor, State Auditor, External Auditor, banks, and vendors. Requirements Knowledge of IPSAS, IFRS, and other accounting standards, and Professional qualification in Accounting (CPA, ACCA, CIMA, etc.) is highly desirable, however, not mandatory MBA Finance/Accounting or related field from an accredited institution) is required. KEY ACCOUNTABILITIES • Assist budget managers in the preparation of annual budgets. • Review and analyze departmental budget requests and advise departments regarding any changes in budgets. • Thorough understanding of the annual government budget process including distributing and uploading the University budget to the Ministry of Finance System; also coordinate with the Ministry’s officials to make sure that the information is uploaded as per the ministry guidelines and timeframe. • Prepare and submit the Financial KPIs that are required for both external and internal reporting needs in coordination with Strategic and Future Department. • Review the Positions movement in comparison to the budget and identify potential savings using the Positions Costing Report. • Validate the transactions in terms of accuracy and charging the correct budget codes. Also alert the G/L section in order to make adjusting entries to rectify any inaccurate posting. • Assist management in the monitoring of budget expenditure and provide appropriate solutions. • Provide assistance to centers for any revisions to the budget and explanations to management of the likely financial implications arising from such revisions. • Prepare detailed financial reports regarding each college/center that compare actual outcomes to budgeted expectations. These reports are to be segmented by operating activity so the financial outcomes for each are easily apparent. • Design and implement a financial reporting system that enables the profitability in outreach centers to be measured. • Coordinate with the management of the: Colleges, departments, Research, Graduates and University’s centers to ensure that they have the appropriate information to manage their budgets. • Train budget users on the financial applications and interpreting their unit’s reports. • Control and maintain records of departmental budget decisions and budget expenditures information including changes affecting management of positions. DEGREE OF INDEPENDENCE/COMPLEXITY OF ENVIRONMENT Reports to the Manager, Financial Planning and Analysis. The position will, be primarily dedicated to support the reporting and management accounting function within the University and to assist budget managers in managing their budgets according to the University’s policies and procedures. WORKING RELATIONSHIPS/IMPACT OF INTERACTIONS Regular interaction with senior university management and administrators. In all activities, efficiency, discretion, professionalism, and accuracy of information must be paramount.
