  • Project Management Specialist- JPO programme

    Globally, the UNDP JPO programme, administered by the UNDP JPO Service Centre (JPOSC) provides a framework to recruit Kuwaiti youth (aged 34 years and under) to serve for two years in professional positions in UNDP and affiliated offices at the headquarters, regional and country levels. JPOs gain professional experience and exposure to international best practices in the multicultural and multidiscipline setting of the chief development entity of the world’s largest and most inclusive intergovernmental organization. They benefit from specialized orientation on the mandate and function of UNDP upon deployment and have access to mentoring by former JPOs from all donor countries now employed in the UN common system. Kuwait’s participation in the flagship UNDP JPO programme has contributed towards national efforts to achieve “State Vision: Kuwait 2035” of His Highness Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, Amir of the State of Kuwait, as translated to the Kuwait National Development Plan 2015 – 2020. Since 2012, the State of Kuwait has sent 20 Junior Professional Officers (JPOs) to serve in UNDP and affiliated United Nations offices around the world. The UNDP Kuwait JPO programme is contributing to youth empowerment, development of human capital and strategic positioning of the State of Kuwait as a leader in sustainable development and South-South and Triangular Cooperation. The UNDP Kuwait JPO programme has also increased Kuwait’s representation in the United Nations staffing table while enhancing national awareness of the role of Kuwait as a United Nations Member State. This project is intended to ensure that Kuwait’s investment in the JPO programme provides greatest returns with enhanced recruitment of the third and subsequent batch(s) of Kuwaiti JPOs, increased national and regional awareness of the Kuwait model of engagement in the JPO programme and that a strategy is prepared to facilitate successful re-entry of the JPOs into the national workforce and enable Kuwait to benefit from their enhanced capacities upon completion of their assignment. The project will build national capacity to manage the programme and ensure its sustainability. The Project Management Specialist will be responsible for the day-to-day management of the Project in close collaboration with the implementing partner; General Secretariat of the Supreme Council for Planning and Development (GSSCPD). The Project Management Specialist will focus on enhancing the capacity of the GSSCPD Technical Cooperation Department to manage the UNDP Kuwait JPO programme by working directly with the staff to ensure they successfully apply UNDP recruitment rules and procedures to support achievement of the results of the project. SCOPE OF WORK, RESPONSIBILITIES AND OF THE PROPOSED ANALYTICAL WORK Under the overall guidance and supervision of UNDP Kuwait Programme Analyst and the GSSCPD/International Cooperation Department, the Project Management Specialist will be responsible for all tasks related to the effective administration of the JPO Project and will provide essential support to facilitate the recruitment of Kuwaiti JPOs, including the following key duties: Summary of Key Functions: Liaise with GS-SCPD and other relevant Government of Kuwait entities; Manage day to day JPO Programme activities; Liaise with JPOSC to facilitate day to day arrangements for the UNDP Kuwait JPO Programme; Support Kuwaiti JPO learning and career needs; Liaise with GSSCPD and other relevant Government of Kuwait entities: Liaise with GSSCPD as the donor to ensure full participation in the recruitment process, to share information and updates as necessary and to promote the JPO programme as a support to the national development agenda. Liaise between GSSCPD and other relevant Government of Kuwait entities on the JPO Programme (e.g. Ministry of State for Youth, Public Authority for Manpower and Restructuring, Ministry of Information, Ministry of Social Affairs and Labor, Civil Services Commission, Kuwait Fund for Arab Economic Development). Liaise between GSSCPD and relevant regional bodies on the JPO Programme (e.g. Arab Fund for Economic and Social Development, Arab Planning Institute). Support GSSCPD in the organization of a regional symposium on the JPO programme for the GCC. Manage day to day JPO Programme activities by maintaining the delivery of appropriate technical, operational, financial and administrative outputs and tracking the progress of the project by monitoring and reporting: Manage and coordinate the activities of the project implementation based on the Project Document and related Annual Workplan with a view to achieving project results; Responsible for the development of comprehensive/detailed Project work-plan and respective budget allocations Assist in the process of recruiting needed capacities and experts to achieve the outputs of the project; Monitor progress and implementation of comprehensive/detailed project work plans and key event schedules comprising planned activities, responsibilities and deadlines relating to all active participants in the project; Mobilize goods and services to initiative activities, including drafting TORs and work specification; Monitor financial resources and accounting to ensure accuracy and reliability of financial reports; Manage and monitor the project risks by maintaining the Project Risk Log and implementing mitigation actions; Ensure applying quality assurance for the project’s financial, procurement and administrative processes to make sure that they are conducted in line with prevailing UNDP rules and regulations as well as in line with the project timelines; Prepare all the Progress Report against planned activities and submit the report to the Project Board and Project Assurance; Liaise with JPOSC to facilitate day to day arrangements for the UNDP Kuwait JPO Programme. Conduct outreach and communications activities to promote the JPO Programme in Kuwait, particularly among target demographics and national partners. Liaise with UNDP personnel for regular web content updates and the preparation of success stories as part of advocacy efforts. Respond to day to day questions from prospective candidates and former JPOs. Review and finalize the Kuwait JPO final appraisal report, and liaise with JPOSC to ensure its implementation. Support Kuwaiti JPO learning and career needs: Organize a pre-departure orientation workshop for JPOs in close collaboration with JPOSC and the hiring units. Prepare a draft reinsertion strategy for returning JPOs. Take necessary steps to include former JPOs in the UNDP Kuwait roster of consultants in accordance with their experience and qualifications. Track Kuwaiti JPOs through the UN system. Establish a national mentoring programme for current Kuwaiti JPOs, linking with former Kuwaiti JPOs and connected to an alumni network for JPOs. Expected Outputs and Deliverables Deliverables/ Outputs Estimated Duration to Complete Payment schedule in percentage Review and Approvals Required Deliverable 1: Prepare 2018 Annual Work plan inclusive of budget, recruitment and procurement plans; Liaise with JPOSC and UNDESA for the onboarding of JPOs and the recruitment of remaining vacant positions Follow-up on timely implementation of workplan in line with TORs To conduct pre-departure orientation workshop for JPOs One month from signing the contract 20% UNDP/GSSCPD Deliverable 2: To submit intermedium report on JPOSC on the induction workshop for JPOs, JPOs recruitment positions, implementation of workplan in line with TORs 2nd month from signing the contract 20% UNDP/GSSCPD Deliverable 3: Develop and submit TORs and follow-up the recruitment of specialized consultant and set-up of a draft JPOs reinsertion strategy Submit 1st project quarterly report Present project progress report and participate in project board meeting Prepare a concept note for the regional JPO workshop to be hosted in Kuwait 4TH month from signing the contract 30% UNDP/GSSCPD Deliverable 4: Establish a tracking system to track Kuwaiti JPOs through the UN system Establish a national mentoring programme for JPOs Prepare 2nd project quarterly report Present project progress report in project board meeting six months from signing the contract 30% UNDP/GSSCPD Institutional Arrangement The consultant will be based in Kuwait and will work closely under the supervision of GSSCPD & Management and UNDP Programme Management.
