Inspect site conditions to ensure suitability for the designed permanent works. Give particular advice on constructional matters. Inspect operation, maintenance and construction including temporary works to ensure compliance with approved methods, maintenance program and Contract requirements. Maintain records of inspections, work executed etc. Asset in or measure work done when required by AREs and RE. Monitor the quality of materials and workmanship. Assist in preparation of “As-built “drawings and assist with inspection of completed works. Prepare snag lists and handover to operating authority. Ensure performance of the work in strict accordance with the plans and specifications. Maintain a detailed diary of the day’s work activities, issues, work approved or rejected, hours of operation, labor and equipment used, etc., and sign the diary at the end of each day. Interface with the public, especially residents and business owners adjacent to the work, to mitigate the construction impacts. Coordinate daily with the Contractor’s engineers and Foremen in charge of the work to advise on the proper execution of the work. Coordinate with the Materials Inspector and arrange for sampling and testing of satisfactorily completed work, as well as quality assurance testing of suspect materials. Coordinate with the Surveyors to check the line and grade of completed work for conformance with the plans and specifications. Report questionable methods of operation by the Contractor to the AREs or RE. Report to the Assistant RE or the RE any failure of the Contractor to conform to plans and specifications or failure to provide good workmanship. Skills Qualification & Experience: Mechanical Engineering Degree or similar with 8 years overall experience. 5 years overall experience of major water transmission pipeline project Experience in operation and maintenance of mechanical assets UAE experience is a must Prior experience on Operation & Maintenance project is desired. Good command of English and Arabic communication. The Assistant Resident Engineer Mechanical will assist the Resident Engineer Mechanical in administering the operational functions of the day-to-day activities on the project, with specific duties related to construction of a major water pipeline project. He will supervise the execution of the works beside site inspectors working on the construction supervision under his discipline. In this role, you will plan, schedule, supervise, and exercise administrative authority over all field engineering work. The successful candidate controls field engineering activities prepares construction and procurement schedules, conducts subcontract negotiations, and provides technical guidance to support construction operations in accordance with Company procedures and industry practices. Willingness to relocate to construction site locations is expected. Responsibilities: Plans, organizes, and ensures adequate staffing, execution, and monitoring of all field engineering activities and related support operations. Provides guidance regarding scope of work, schedules, procedures, field construction problems, and other technical information. Determines budget estimates and staffing requirements for the defined scope and schedule. Establishes, monitors, and maintains construction engineering quality control in the field. Collaborates with construction management to eliminate any hazards associated with the work that may adversely affect the environment or the safety or health of employees. Ensures that personnel of the assigned group engage in safe work practices in compliance with site specific safety procedures and industry standards. Establishes and maintains a close working relationship with project design engineering, client representatives, and contractors. Maintains project control documentation, design drawings and specifications, backcharge documents, change orders, etc. Monitors contractor performance pertaining to schedule and conformance to plans and specifications. Makes decisions regarding long range planning, scheduling, budgeting, work priorities, and personnel.
