Manager, Financial Accounting -Financial Resources Apply Now and Requirements The Opportunity To supervise and guide the Accounting team to ensure accurate and timely preparation of books of accounts, financial transactions and reports. To contribute towards policy and procedure development and maintenance. Responsibilities Responsible for ensuring accuracy, completeness and conformance to policy of payment documents, bank reconciliation statements and other financial and accounting transaction records and reports in the most efficient and timely manner.Main accountabilities are as follows: - •Overall in charge of all general ledger transactions •Prepare the Final Accounts and other intermittent accounting reports in line with guidelines issued by relevant authorities such as Ministry of Finance, State Audit, etc. •Supervises the accounts team; organizes and controls the activities in the accounting section in order that books of accounts, accounting, and financial records are prepared in a timely and accurate manner. •Cross-checks details of financial components such as inventory, cash balance, accounts receivable, fixed assets, payroll and petty cash. •Reviews accounts payable documents for completeness and compliance with policy, and comments on exceptions before forwarding to director for payment authorization. •Ensures accurate and timely payment to suppliers, contractors etc. as per terms of contract and all supporting documents. •Oversees payroll function and resolves any exceptional issues; ensures payroll data is processed accurately and on time. Issues credit facilities requests and salary certificates for employees. •Handles monthly contribution payment to the pension authority •Performs required tasks related to quarterly filing of Value Added Tax (VAT)return before submission to UAE Federal Tax Authority. •Reviews and checks monthly bank reconciliation data to ensure all details are correct. •Scrutinizes and reviews monthly reports such as general ledger, cash flow, variance reports and monthly closing reports. •Establishes and maintains an effective working relationship with the bank and communicates regularly on financial matters. Interacts with, and provides information to auditors during audit. •Provides inputs for the budget, prepares management reports and data as required, and contributes to formulation of policies and procedures for the department and the function. •Guides, directs and motivates team to perform effectively and efficiently. •Ensures that the University’s guidelines and policies on financial matters are adhered to. •Participates in the hiring process for department staff. •Carries out the duties of the Committees to which appointed. •Leads an annual physical inventory exercise on all University campuses. •Deliver on other accounting related tasks as assigned. Degree of Independence/Complexity of Environment Broad policies and guidelines for reference are available in written form. The job incumbent handles all day to day matters related to accounts and related financial reporting. The payroll processing is complicated as there are various salary provisions and rules to be kept track of. Contributes to preparation of budget and to formulation of policies and procedures. Is responsible for ensuring accuracy, completeness and conformance to policy of payment documents, bank reconciliation statements and other financial and accounting transaction records and reports. Reviews and comments on documents forwarded for the approval of the Director and management. Working Relationship/Impact of Interaction •Is approached by nearly all departments on matters of supplier payments, payroll, salary transfer etc. Deals with employee queries and problems personally or directs them to respective staff. Interacts regularly with the Director on day to day decisions or authorizations. Requires more frequent contact with departments such as Purchasing and HR. •Responds to queries from the Ministry of Finance. Liaises with the Internal Auditor, State Auditor, External Auditor, banks, and vendors. Requirements Knowledge of IPSAS, IFRS, and other accounting standards, and Professional qualification in Accounting (CPA, ACCA, CIMA, etc.) is highly desirable, however, not mandatory MBA Finance/Accounting or related field from an accredited institution) is required. Also alert the G/L section in order to make adjusting entries to rectify any inaccurate posting. • Assist management in the monitoring of budget expenditure and provide appropriate solutions. • Provide assistance to centers for any revisions to the budget and explanations to management of the likely financial implications arising from such revisions. • Prepare detailed financial reports regarding each college/center that compare actual outcomes to budgeted expectations.     We are looking to recruit an HSSE Manager for new and/or existing Terminals in Southwestern Africa. The professional assigned to this position will be responsible for the Health, Safety, Security & Environment Management including all related facilities and activities. The role also requires for the development, implementation and monitoring of all HSSE systems to ensure safe and efficient operations while reducing the impact to the environment as much as possible. The individual selected will be required to have a more “on the ground” presence to control, train and embed HSSE requirements to enhance a positive work culture. The role will report direct to the Chief Executive Officer (CEO) for day to day activities and the Regional HSE team and Group Security for technical assistance and direction. The professional assigned to this position will be responsible to promote and develop a positive HSSE work culture and environment that embraces DP World zero harm philosophy. Develop, implement and maintain a local HSSE strategy and improvement plan in line with regional / global HSE & Security strategies to objectives and KPI’s. Develop, implement and maintain a HSSE management system Conduct monthly HSE & Security committee meetings to measure the HSSE performance, highlight risk to the business and promote positive HSSE practices and developments Prepare and submit HSSE reports on a weekly / monthly basis measuring compliance against DP World standards, identifying areas for improvement, competence requirements for personnel and positive HSSE efforts and achievements Develop, manage and monitor all risk assessments, risk registers and risk profiles in consultation and collaboration with all departments Conduct incident investigations and implement effective corrective and preventative controls to prevent reoccurrence Develop, manage and monitor emergency response preparedness for all activities and operations including regular emergency mock drills and exercises Liaison as necessary with government authorities, industry bodies or other organizations relevant Management and development of the team reporting to HSSE Manager position Development, implementation and monitoring of Contractors HSSE Management Ensures operations are conducted in a safe and efficient manner and in conformance to DP World standards and local legislations. Management of all applicable legislation including changes and updates; locally and internationally which impact the HSSE management and activities Develop, implement and manage a Hazardous Waste Storage and Operation control system in line with IMDG code, DP World standards and local / international standards Maintain positive and proactive relations with managers and employees, as well as our customers. The above outlined responsibilities are not exhaustive and you may be required to carry out other tasks that are appropriate to your role in addition to these. • Minimum 10 years practical experience as a HSSE manager • Minimum 5 years in a Management role • Experience in leading critical incident investigations; • Experience in the development and implementation of HSE & Security management systems; • Experience in liaising with government, regulatory, industry and labor organizations; • Ability to develop strong working relationships at all levels within the organization and lead / mentor workgroups and individuals; • Excellent influencing skills demonstrated through verbal and written communication; • Ability to work “on the ground” to control, interact and drive HSE improvements; • Experience in ISO Management Systems will be an added advantage; • Formal HSE qualification to Diploma / Degree level; • Formal qualification in Security will be added advantage; • Advanced knowledge in English is a must and Portuguese speaker would be an advantage for this position.
