Reporting functionally to the Construction Manager through the General Superintendent for SMP 4, in all undertakings the Mechanical Supervisor SMP 4 supports the project & contract schedule, the project budget and complies with the project safety standards, the project quality standards and the design and specifications. PROJECT OVERVIEW: The Bechtel Petrofac Joint Venture has been selected to provide Engineering, Procurement and Construction Management services to deliver a 2 M tons per year Alumina Refinery in Abu Dhabi's Khalifa Industrial Zone. JOB OVERVIEW: The contract package that the Mechanical Supervisor SMP 4 is primarily dedicated to is a unit rate contract for Construction works only (SMP packages), however support may extend to lump sum turnkey (LSTK) contracts as necessary. The Mechanical Supervisor SMP 4 is responsible for supervision and coordination of Contractor installation activities relating to SMP 4 Construction scope. Duties include interpreting design drawings and specifications, reading and understanding contract schedule, assessing Contractors proposed methodology for executing Construction scope, monitoring Contractor installation activities to ensure the accomplishment of contractual milestones in accordance with the contract schedule and budget, assessing efficiency of Contractor works (including use of manpower and equipment) and advising opportunities for improvement where necessary. This is a site based position. KEY RESPONSABILITIES 1. - Complies with Al Taweelah Alumina Project Site Work Rules at all times. - Provide leadership for environmental, safety, and health (ES&H) on the project, this includes safety orientation, preparation of safety procedures and leading BPJV and Contractor ES&H meetings. - Inspect site for unsafe conditions and practices and take appropriate corrective action to correct breaches. - Coordinate with Contractor to enforce safe work practices at all times in conjunction with the Environmental Safety and Health Supervisor. - Champion the cause of ZERO Accident Philosophy. Ensure that BPJV and local/national safety codes, requirements and standards are being complied with within assigned area of responsibility. - Responsible for supervising and directing contractor(s) in an Engineering Procurement and Construction Management (EPCM) supervisor capacity within the structural, mechanical and piping (SMP) disciplines. - Reports and coordinates with General Superintendent SMP 4 on a daily basis, and reports all pertinent activities and events associated with or potentially impacting the SMP 4 Contract. Delegates for General Superintendent SMP 4 where required. - Monitors progress of Contractor installation activities completed during nightshift, coordinates with BPJV colleagues within Nightshift team where necessary. - Read and understand the SMP 4 scope of work, including the pertinent SMP 4 design drawings. - Ensure the most current design documents specifying SMP installation including pumps, rotors, rotating equipment, conveyors and pump motors is provided to Contractor to complete work and that all design changes are approved prior to implementation. - Attends and participates in construction meetings, such as Toolbox meetings, Quantity Unit Rate Report meetings, Three Week Lookahead meetings, Contract Progress meetings and Readiness Review meetings, as directed. - Monitor the activities of Contractors to ensure compliance with specifications and schedules. - Responsible for oversight of cost, schedule, optimization of craft labor and equipment. - Interface with Workforce Services & Contractor to ensure Contractor craft are managed appropriately in accordance with project and statutory requirements. - Review Contractor workforce requirements and review work accomplished accordingly - Review Contractor craft time records. - Reads, understands and follows BPJV Al-Taweelah project procedures. - Coordinate and liaise with Vendor representatives dedicated to SMP 4 to ensure all Vendor requirements are met and appropriate support is provided by Contractors. Review Vendor documentation to ensure Vendor representation is available when necessary. - Coordinate with Contractor to ensure established execution plan is followed. - Coordinate with the Contractor to ensure the preparation of the three week lookahead schedule and budget control. - Coordinate with Contractor to ensure appropriate construction testing is performed as required. - Prepare reports (For Example, Daily Reports) and forecasts, including summary of construction progress, craft personnel forecasts, and expenditures forecasts where necessary. - Liaises with Contractor and BPJV Field Engineering to ensure the completion of verification inspections and tests by 3rd party verification subcontractor(s) in accordance with the schedule. - Review the Contractors' manpower and equipment plans proposed to execute the job, ensure that such plans are followed. - Provide information to support completion of construction activities associated with SMP 4 scope on nightshift. - Perform employee reviews and identify training and development opportunities for subordinate SMP 4 personnel, where applicable. - Coordinate with Field Engineering, Contractor and Engineering on constructability and design issues relating to the SMP 4 scope, implement changes to support Contract schedule where necessary. - Coordinate with (and Notify) Field Engineering to ensure all construction activities are inspected in accordance with the ITP requirements. Perform inspections of Contractors work for completeness and compliance prior to Field Engineering inspection. - Coordinate with Contractor and any other relevant stakeholder (i.e. Client) to ensure all permits-to-work are obtained in support of the Construction schedule and pertinent works are completed in accordance with permit requirements. - Coordinate with Field Engineering for resolution of technical issues, including instances where resolution from Engineering or off-project resources is necessary. - Coordinate with Contractor to ensure Project Technical Request (PTR) official project tool for Requests for Information, Field Change Requests and Non-Conformance Reports is used where necessary. - Generate Rectification Task Orders (RTOs) for new or additional works to be undertaken by the Contractor, where necessary. - Reviews and processes Contractor document submittals relating to SMP scope, particularly Construction Work Plans, in support of the contract schedule, where necessary. Reads and understands the various Contracts, specifically the SMP 4 Contract. - Review material receiving reports (including LAV) against contract schedule to verify the delivery dates of free-issue materials and coordinate with BPJV Materials Management (& Contractor) where material (& equipment) availability is found to be at risk. Provide prompt feedback on revisions to Required-on-site dates to BPJV Materials Management where necessary. - Coordinate and monitor Contractor's installation activities to ensure milestone dates, including access dates for other disciplines (For Example, Electrical & Instrumentation) are met. - Coordinate with peers within BPJV Construction to ensure parallel and/or downstream installation activities are performed in accordance with the Project schedule. - Plan, develop and recommend construction methodologies for structural, mechanical and piping (including hydro-testing, insulation) installation activities to be undertaken by the Contractor. - Coordinate with Contractor to ensure storage and preventative maintenance (preservation) activities associated with free-issue mechanical equipment is completed in accordance with the Vendor's requirements and in accordance with the BPJV process managing this process. - Learn and use of the 3D Model of the SMP 4. - Coordinate with Contractor to ensure work scope is segregated into Construction Work Packages (CWP) and free-issue material & equipment is identified for each CWP, including the respective required-on-site date in order to meet the Contract schedule. - Coordinate with Contractor to ensure weekly execution of construction activities on all available work fronts in accordance with 3 week lookahead schedule and planned installed quantities are achieved. Provide prompt and accurate updates to General Superintendent SMP 4 if the agreed plan is found to be at risk. - Coordinate with Contractor to ensure the submission of all As-Built (or Red-line) documentation associated with SMP 4 scope in support of the Contract schedule. - Coordinate with BPJV Field Engineering to ensure timely delivery response of technical queries submitted by the Contractor, including submission of drawings and documentation needed to execute construction activities in accordance with the Contract schedule. - Assist with administration of major subcontract changes regarding SMP 3 scope, and represent SMP 4 in contractual discussions and negotiations, where necessary. - Perform other duties as required by BPJV management. - Review and validate construction quantities submitted by the Contractor the for Quantity Unit Rate Report (QURR) tracking. Interface with Field Engineering and Project Controls for submittal of quantities to ePCWorks. - Coordinate with Project Controls on Planning, Schedule and Cost requirements, where necessary. - Coordinate with Contractor to ensure submittal of installed quantities promptly and in accordance with project requirements. - Active participation and leadership in change management processes onsite including contractual changes. - Co-ordinating and overseeing hydro-testing planning, test package development and implementation for SMP 4 scope. - Coordinate with Contractor to ensure effective and efficient management of scaffolding, including provision of access for Non-Destructive Testing and other downstream Contractors required to complete activity in designated area. - Attends BPJV training, inductions, functions (including team building sessions), as necessary - Assists contractor personnel in interpreting design drawings, specifications, monitoring equipment installation and planning for delivery of construction materials and equipment, and coordinates with BPJV Field Engineering for assistance, where necessary. - Reviews and/or assists with the preparation of construction estimates, cost engineering studies, schedules and budgets. - Analyzes assigned construction activities to determine the scope, time and resource requirements. - Works with various functions to ensure the project achieves corporate goals set for environmental, safety & health, quality, cost, ethics and schedule. - Coordinate with Contractor to ensure Project requirements for System Completion and Turnover are met, including participation in turnover walkdowns, preparation of turnover documentation, preparation of punch lists and completion and close-out of open punch list items. REQUIREMENTS: - Bachelor's degree in Engineering or other relevant technical discipline from an accredited university as well as a minimum of thirteen (13) years relevant work experience. - Experience working in Middle-Eastern regions is preferable. - Direct experience in construction of Alumina-related projects is preferable. - Strong interpersonal, teamwork and leadership skills. - Intermediate understanding of production management including scheduling.Direct experience with piping installation and testing. - Direct experience leading Construction teams undertaking mechanical installation activities. - Excellent (English) written, data and oral skills. - Must be familiar with current industry codes and standards associated with Structural, Mechanical and Piping works, including welding. - Familiarity with current Bechtel Standard Application Programs (BSAPs) preferred. - Strong computer competence and literacy - Word Processing, Spreadsheets and Database applications. - Ability to engage with staff from all levels, disciplines and functions.Experience working with EPCM Contractors overseeing unit rate contracts preferable.
